Anomalies
Anomalies constitute what was not anticipated in the course of planning and/or conduct of site characterization. Their presence, either as discovered during construction or as left undetected around the project-construction surfaces (sides, side walls, bottom, bearing surfaces, or (int he case of underground construction) within the overburden, may have implications on the cost of construction, or on the cost of operation and maintenance, or on the operational performance of the facility. The individual or firm conducting the site characterization should not be held particularly liable for not detecting such conditions, as the project owner (entity commissioning the site characterization) may well not have authorized a scope of work sufficient to bring these conditions to light.
